Technology Advancement Office

The Technology Advancement Office consists of four units:

  • Off-Road Incentives, Inspections & Special Projects Unit
  • On-Road Incentives, Infrastructure, Replace Your Ride, Contracts & Outreach Unit
  • Technology Demonstration Unit 
  • Volkswagen (VW), Community & Special Incentives Unit

Off-Road Incentives, Inspections & Special Projects Unit

  • Off-Road Incentives – implementing off-road incentive projects including, but not limited to, construction/agriculture, cargo handling equipment and marine engine repowers, under incentive programs such as Carl Moyer, SOON, FARMER and Community Air Protection Programs
  • Inspections – provides inspection support to verify status of equipment and engines funded under incentive programs administered in the Technology Advancement Office.
  • Special Projects – including On-Road Voucher Incentive Program (VIP), commercial lawn and garden programs, residential electric charging rebate program and the Lower-Emission School Bus Program

On-Road Incentives, Infrastructure, Replace Your Ride, Contracts & Outreach Unit 

  • On-Road Incentives– implements heavy duty vehicle incentive programs such as Carl Moyer, Proposition 1B Goods Movement, Port Kickstart, EPA DERA, and CEC Clean Transportation Programs.  Administers Replace Your Ride, a program for light duty vehicles and charging infrastructure
  • Infrastructure Incentives – implements infrastructure incentive programs from Carl Moyer and Proposition 1B to support the advanced technology vehicles in the South Coast Air Basin
  • Contracts & Outreach – Oversees outreach strategies, plans and activities for all incentive programs in the Technology Advancement Office.  Manages and tracks contracts for both Technology Demonstration and Technology Implementation

Technology Demonstration Unit

The unit conducts research, development, demonstration, and early deployment projects for mobile and stationary source technologies including:

  • Battery electric and hybrid electric technologies for medium- and heavy-duty vehicles and charging infrastructure 
  • Hydrogen and mobile fuel cell technologies for medium- and heavy-duty vehicles and refueling infrastructure
  • Clean fuels and emissions studies for in-use testing and fuel characterization 
  • Charging micro-grids and large displacement natural gas engines
  • Off-road equipment including locomotive, marine and construction

Volkswagen (VW), Community & Special Incentives Unit

  • VW Environmental Mitigation Program – provides mobile source incentive funds to mitigate excess NOx emissions caused by VW's use of illegal emissions testing defeat devices in certain VW diesel vehicles
  • Community and Special Incentives Program – provides mobile and stationary incentive funds for emissions and exposure reductions in overburdened communities.
