MOU Progress Reports

On December 6, 2019, South Coast AQMD Governing Board approved five separate Memoranda of Understanding (MOUs) with Los Angeles International Airport (LAX), John Wayne Orange County Airport (SNA), Hollywood Burbank Airport (BUR), Ontario International Airport (ONT), and Long Beach Airport (LGB). The MOUs are part of the Facility Based Mobile Source Measure to reduce emissions at Commercial Airports. As part of the MOU, each airport submits reports which quantify actual performance levels and associated emissions reductions for the previous calendar year for each of the MOU measures on an annual basis.

South Coast AQMD submits progress reports to the U.S. EPA based on annual reports submitted by each airport. These reports quantify actual performance levels and associated emissions reductions for the previous calendar year for each of the MOU measures. Based on these annual progress reports, South Coast AQMD staff quantifies the corresponding State Implementation Plan (SIP) creditable NOx emissions reductions based on the specified in Appendix B of the FBMSM for Commercial Airports Staff Report.

In July 2021, CARB provided updated emission factors, load factors, and deterioration rates for gasoline/LPG GSE which were included in the airports' emissions inventory calculations.

In November 2024, South Coast AQMD, in collaboration with the five commercial airports participating in the MOUs, developed a methodology document for calculating GSE fleet performance levels based on practices already discussed with South Coast AQMD staff and implemented by airports. This document memorializes the methodology and ongoing practice agreed upon to calculate and report GSE performance levels to ensure consistency and transparency for the remaining term of the Airport MOUs.
