The South Coast AQMD originally adopted Rule 1415 to reduce ozone-depleting refrigerant emissions from stationary, non-residential air conditioning (comfort cooling) and refrigeration systems with full charge capacity of greater than 50 pounds, and using Class I and Class II refrigerants. The South Coast AQMD amended Rule 1415 (PDF, 85kb) to include high-global warming potential (GWP) refrigerants, and the rule now applies only to air conditioning systems with a full charge capacity of greater than 50 pounds of refrigerant.
The requirements for the control of refrigerant emissions from stationary refrigeration systems are under Rule 1415.1 (PDF, 154kb).
An owner or operator of an air conditioning system that meets Rule 1415 applicability must:

Submit a plan to the South Coast AQMD every 2 years;

Conduct an annual leak inspection of the air conditioning system;

Repair any refrigerant leak within 14 days of initial leak detection; and

Keep on site records of all leak inspections, leak repair work, and amount of refrigerant added to the air conditioning system. The following forms may be used for record keeping:
